Who We Are
Orange County is home to the largest Southeast Asian community in the world outside of Southeast Asia. Because more than 40% of this population lives below federal poverty guidelines, it is also among the poorest communities in the country. Begun in 1993 by Vietnamese speaking law students and PLC staff, SEALOP now conducts bimonthly clinics in the Vietnamese community where clients receive culturally sensitive legal information and, if necessary, direct representation by PLC staff or volunteer attorneys.
